Who We Are

OceanIQ Management Services Inc. (OMS Inc.) is a Dieppe, New Brunswick (Canada) based multi-disciplinary consulting company which offers a broad cross-section of managerial services focused on people, organizations, and the natural resources sector (especially the fishery).

OMS Inc. is headed by its’ president and principal consultant R.J. (Bob) Allain, a fluently bilingual former senior executive with over 30 years experience with Canada’s Federal Department of Fisheries and Oceans.

Recipient of several Deputy Minister Commendation Awards and, in 2004, of the Canadian Government’s Prestigious Head of the Public Service Award for values and ethics, Mr. Allain has been intimately involved in many of Atlantic Canada’s most challenging fisheries issues dating back to the early 1980’s.

He has consulted internationally for the Canadian International Development Agency, the (former) International Centre for Ocean Development, the World Bank, and the Food and Agricultural Organization of the United Nations. He has participated in, and spoken at, international conferences in the United States, Ireland and Australia and has given over 600 media interviews to national and international news agencies while in government service.

Known and respected in and out of government circles, Mr. Allain has extensive experience in strategic policy development and analysis, program design and delivery, human and financial resources management, media and inter-governmental relations, facilitation and conflict resolution, and mentoring.

Fisheries Management

We offer professional research, analytical expertise, and strategic advice in the fields of economics, licensing and regulatory regimes, access and allocation, enforcement and compliance, policy development, and program design and implementation for the aboriginal, commercial, and recreational fisheries of Eastern Canada.

Aboriginal and Intergovernmental Relations

OMS Inc.’s integrated team of consultants has considerable experience in federal-provincial-aboriginal forums, processes, and agendas that span fisheries and aquaculture management, economic development and treaties.

Facilitation, Mediation and Conflict Resolution

The Atlantic Canada fishery, like fisheries elsewhere in the world, has endured disputes, legal battles, and damaged and tarnished relations. The assertion of aboriginal rights in Miramichi Bay, New Brunswick and the presence of herring seiners in the southern Gulf of St. Lawrence are but a few examples. OMS team members have been there, and have acquired invaluable first-hand exposure to the issues and dynamics that fuel confrontations.

We promote and apply an interest-based conflict resolution model in all dealings with and between involved parties.

Our services include the development of crisis management strategies and techniques, and the application of an interest-based, multi-step approach to conflict resolution.

OMS also offers professional facilitation services covering a broad array of activities ranging from chairing industry and stakeholders meetings to organizing and managing workshops and conferences.

Public Affairs and Media Relations

OMS has extensive knowledge and experience in several aspects of media relations including the interview process, researching issues, writing storylines, articles and press releases, communications strategic planning, organizing press conferences, and mentoring the novice spokesperson.

Stakeholder and Public Consultations

The growing societal trend toward more transparency and accountability in public policy formulation and decision-making all but compel today’s managers to ensure their planning processes include effective and meaningful consultation with affected and interested groups.

OMS consultants have years of experience in designing stakeholder and public engagement strategies in support of activities and projects that impact a broad cross-section of groups, both small and large.

OMS will not only design an engagement strategy that is suited to the client’s objectives and target audience but we will also manage all aspects of the process from start to finish, including public notification, extending personal invitations, chairing meetings, dealing with the media, and reporting out.
